As on date,the principles of Respected Mahatma Gandhi is applicable if we are dealing with gentle,civilized(i.e.Vaisno Jan) of India or Indian Citizens or people of elevated soul only who repent ,who have guilty feeling for their misdeeds..... For foreigners ,terrorists,regular miscreants never ....But the principles of the Respected Ex PM Lal Bahadur Shastri was,is and shall remain as applicable every where ,beyond time and tide,whether we are dealing with Indian citizens or foreigners....
