Kings/Head of Organization

Who should be actually the most efficient, real King/head of an organization,state or country?Scholars-No,Skillful people-No,Philanthropists-No,Saints-No, General laborious people-No,Braves-No.......Then Who?....The patriot person who can identify the efficient/worthy people and who allows scholars,skillful persons,philanthropists,braves,knowledgeable persons, saints,musician,poets,hard workers to be within his/her territory/court,respectfully,and can assign suitable works to them as required by the organization,state or nation .....The most successful,powerful emperor of Mogul dynasty"Akbar " had "Nav Ratn" and lot of competent people in his Court to take care of Administration of his country,efficiently.....But our India Parliament has failed to so.....
